Project geography: Kyiv, Vinnytsia and Lviv regions. After piloting activities in the three regions, we will share the project’s experience and findings with law enforcement agencies and local authorities across Ukraine.
Brief description
The project "Enhancing the capabilities of law enforcement agencies to combat violence against children online" is based on the recognition of the priority of protecting children as one of the vulnerable groups from various forms of violence, including cyberbullying, and the need to take all possible measures to protect them. The project's activities are aimed at increasing the capacity of law enforcement agencies and civil society organizations to ensure children's digital rights and create effective modern tools for responding to child abuse online.
The project will also strengthen the role of civil society organizations in upholding high standards and governance policies in the area of addressing online violence against children and keeping them safe in cyberspace.
Takim chiom, The overall goal of the project is introduction of modern standards and effective tools in the law enforcement system in Ukraine to protect children in the digital world.
To achieve this goal, it is planned to:
1. Increase the level of professional knowledge of law enforcement officers in combating violence against children on the Internet.
2. Improve cross-sectoral cooperation in preventing and responding to cases of online violence against children in Ukraine.
Project components and planned activities
Increasing the capacity of law enforcement officers to build and implement an effective modern system for combating violence against children onlineThe component includes the following measures: :
• conducting a situational analysis of online violence against children in Ukraine;
• development and piloting of preventive programs for different age groups of children, which will be implemented by law enforcement agencies;
• adaptation of international experience in ensuring modern standards of initial professional training and advanced training of law enforcement officers to combat online violence against children;
• pilot implementation of a program of initial professional training and advanced training for law enforcement officers in conjunction with universities of internal affairs in three pilot regions;
• development and pilot implementation of online courses for law enforcement officials on preventing and responding to violence against children online;
• providing consulting support to law enforcement officers on ensuring the safety of children on the Internet.
Development and implementation of a child-friendly reporting mechanism for online violence.
For this purpose, it is planned to:
• creation of an online reporting mechanism (platform) to combat online violence against/among children;
• development and implementation of a communication strategy for children aimed at preventing online violence and promoting a platform for reporting situations of online violence against children;
• promotion of the reporting/complaints mechanism (platform) among children and relevant stakeholders in the three target regions.
Development of local policies and cooperation mechanisms to combat violence against children online. The following activities are planned within this direction:
• development of regional strategies for digital safety of children in pilot regions;
• development and implementation of action plans for the implementation of strategies at the local level with the active involvement of at least 6 CSOs through a sub-grant;
• training service providers and local stakeholders to address online violence against children at the local level.
At the final stage, it is planned to focus on disseminating the project's experience and best practices.
