Mapping community services for victims of explosive devices

“Mapping of community services for victims of explosive devices” highlights general issues of the state of assistance to victims, provides a vision of the necessary services according to the needs in the context of isolated groups of victims, contains an analysis of the specifics of assistance in pilot deoccupied communities of Donetsk region. For the social development of communities, it is important to ensure access to rehabilitation and reintegration into society of people who have been injured by explosive devices. In the process of planning further post-war recovery, it is advisable to take into account expert opinion on current trends, the results of the analysis of existing challenges and obstacles in war conditions with an emphasis on the most vulnerable categories of the population, observing the principle of “leaving no one behind”. States that have undertaken obligations under the International Treaty on the Prohibition of Anti-Personnel Mines, including Ukraine, must adhere to these obligations, in particular to ensure proper rehabilitation of persons injured by explosive devices. The mine action sector in Ukraine is at a developmental stage, therefore support for the adoption of International Mine Action Standards (IMAS) in relevant areas is extremely important. Particular attention should be paid to the work on the adaptation of the International Mine Action Standard IMAS 13.10 “Assistance to victims”. Key recommendations for taking into account and integrating the provisions of IMAS 13.10 into practical work can be used to improve the quality of assistance. The publication will be useful for government officials, specialists from central, regional executive bodies and local governments, scientists, representatives of public organizations, service providers and everyone who is interested in the practical aspects of creating a safe and inclusive environment for victims of explosive objects in communities. The publication uses photographs taken by the International Public Organization "Social Initiatives for Occupational Safety and Health" within the framework of the "Living Without Limits" project in November 2023 with the participation of social work specialists in the process of providing social support services to families affected by the VNP in the Donetsk region, photographs provided by the State Rehabilitation Institution "Center for Comprehensive Rehabilitation for Persons with Disabilities "Podillia", taken in the process of providing rehabilitation services to victims within the framework of the "Living Without Limits" project in November 2023, and photographs from the Freepik.com photo bank.
