Natalia Lukyanova, the chairman of the NGO “Labor and Health Social Initiatives” and youth policy expert, made a speech during the meeting and asked to support the initiative of the young people. “This bill fully meets the nowadays challenges and expectations of the young people. I want to remind, that the changes to the legislation were initiated and supported by our youth. Moreover, the research (which was held in the beginning of 2014 among young people and experts from Kiev city, Lugansk and Chernihiv regions) shows the strong need of development the youth movement in Ukraine and ensuring their rights and freedoms at the local level. This approach supports Ukraine’s vector of decentralization. Also, this approach totally meets the conditions of the Association Agreement between Ukraine and the European Union, the European Atomic Energy Community and their member states”, - emphasized Natalia Lukyanova.

The bill was also supported by the Ministry of Youth and Sports of Ukraine. This was announced during the meeting by the Minister of Youth and Sport – Igor Zhdanov.

“I came to support this bill. I believe this is the absolutely right time for it. This bill meets the priorities of the Ministry. We will be supportive, because this bill is needed”, - said Igor Zhdanov. The Minister informed that the department is currently working on the creation of the Youth House in Kiev city.

“In particular, now we are in the process of fundraising. We want to repair the building, as well as to finish the work with the necessary documents and legal procedures. We want this building to become an office and creative center for the Youth NGOs. That would be right, because today these non-profit organizations aren’t able to pay their rent independently (because of the very high prices). They simply do not have money for this”, - said Igor Zhdanov. The Minister added that the volunteers and activists, who provide the national-patriotic education for youth, will also work in this House.

Note: This bill was developed by the team of LHSI experts during the project “Strengthening the capacity to develop the legislation on youth in Ukraine” in 2013-2014. This Project was financially supported by the MATRA program of the Netherlands Embassy in Ukraine.
